If that's the case GeoTools might not be what you are looking for. You could put together an application using the GeoTools library to do that but it would be quite a big job. A much better idea would be to use an application which already includes that function. You might want to look at uDig (free GIS app build on GeoTools, http://udig.refractions.net/) which lets you draw features on screen and save them to a layer. Another free Java GIS, but not based on GeoTools, is OpenJUMP (http://www.openjump.org/) which also lets you draw and edit features on screen. Hope that helps.
