Hum... not sure if this will work, but you can try with bbox(the_geom, x1,
y1, x2, y2, 'EPSG:4326'), that is, explicitly specifying
the CRS.
Since the WFS you're talking about is GeoServer (CQL_FILTER is a vendor
parameter that only GeoServer supports afaik)
