GeoTools 10.8 was released

A reminder that this is the lat release of the GeoTools 10 series. We
encourage production system to migrate to GeoTools 11 at this time.
If you have not yet made it to production please check out the GeoTools 11
Release Candidate. It is scheduled to take over as the stable branch in
September and will benefit from any pre-flight testing you can provide.
