Hi,
unfortunately the problem is not due to switched axis. The polygons are
displayed in the correct quadrant but shifted to south west.
I played arount with the parameters in the PRJ file and found out that
everything is OK as soon as I replace
PROJECTION["Mercator"],
by
PROJECTION["Popular Visualisation Pseudo Mercator",
AUTHORITY["EPSG","1024"]],
PARAMETER["semi_minor", 6378137.0],
everything is OK.
I am going to contact the MetaCRS group as Jody suggested.
