I have an answer for the eastwood fork, since I have the same issue
figuring out dependencies for location tech IP review.
There is some stuff about deploying forks to maven central here:

The best compromise I was able to work out for things like eastwood is the
use of <classifier> rather than version numbers for forks, as adding our
own version number can trip up those making use of a dependency based on a
version range.
