For example, an accident happens on a road segment (can be any coordinate on
the feature). It will affect any cars whose distance with the accident is
within 2000 meters.
So this accident forms a topology fence. Any car which arrives in this fence
will receive a alert.
I wonder if GeoTools has already implemented similar function.....
