About the integration with GeoServer, I agree the decorations is the
easiest place where these
could be added.
If I'm allowed to rant, an even better place for this might be the creation
of a new type of layer
that can be used in WMS only. The reasoning is, it would allow a standard
client to ask for the
graticules, whilst decorations are limited to clients that do know the
GeoServer extensions,
and more, that do know what decoration layouts are available.
That said, I understand that adding a new type of resource/layer in
GeoServer is quite a bit of work,
so... ignore me :-)
