this is probably the regression in Tomcat and was fixed a week ago; https://bz.apache.org/bugzilla/show_bug.cgi?id=58192
You'll want to hold off upgrading until the next release, make your own or use the workaround of, iirc, dropping the ImageIO jars into the shared lib check up on the geoserver list for more details.
