Not sure about the Liquibase stuff but you should look into the unit tests for the h2-jdbc, eg. https://github.com/geotools/geotools/blob/master/modules/plugin/jdbc/jdbc-h2/src/test/java/org/geotools/data/h2/H2TestSetup.java Looking at the pom gt-jdbc-h2 brings in the geodb for all the spatial functions (I think h2 only supports the spatial datatype).
