The code in the JDBC stores needs to map the CRS you are giving to a
database SRID, and then it normally goes back from SRID (a number) to a CRS
object.

Considering the spatial dbms normally work in east/north order, In order to
improve consistency the code could be modified so that:

   - Whenever decoding a srid, force the eart/north order by using
   CRS.decode(code, true) (this is where your example loses consistency)
   - If the caller asks to encode a north/east oriented code, throw an
   exception, since it cannot be properly represented by just a srid

The project is open, if you are interested feel free to make a pull request
implementing the abvoe
