Keep in mind that the geopackage standard is to use UTC only (see
discussion here <https://github.com/opengeospatial/geopackage/issues/530>
for example). The discussion uses "2018-03-01T11:13:19+01:00" as an example
of time that is not supported by the geopackage format.
