OK. Our data is typically multiband with 40 or so bands so RGB will not cut it.. But surely GeoPackage is designed with the aim of allowing storing raster tiles of arbitrary band count? We tried out the PostGIS raster support a couple of years ago. It seemed to work as advertised, although the setup was a bit finicky involving creation of XML-files and such.

PostGIS raster is also unsupported and has not seen any new development in a while, not sure if it works.
