For more information about making a proposal see the developers guide https://docs.geotools.org/latest/developer/procedures/index.html Please read the above, send an email with you request to make an unsupported module and we can set you up with commit access. Actually because it is open source the relationship is based on person (not organization) so it will be your developer who will need to send the email and request commit access for an H2GIS unsupported module. When the work is completed we can review and look at making it a supported module. Once again see the developers guide for expectations/steps.
