I got a couple of responses that indicate that my question was not formulated clearly. The <openlayers> bit in the question above is causing for misdirection actually... it is kinda unrelated. What I seek is a cell-based selection method for areas of a map. I am looking for a starting point for something like http://srtm.csi.cgiar.org/SELECTION/inputCoord.asp, so I guess I will just use that as a starting point. I also have GBIF's most excellent interface as another option to work from. If someone has any other suggestions, please send them my way. I will also look on the openlayers list, just in case.
