Read that as "data comes in, but 'added value' may not be allowed out again.' The original data are still available under whatever conditions they were available to begin with. Just because someone used those data, they didn't magically become invisible. The "BY" portion has certain problems vis a vis data that are, however, overcome-able, but "SA" creates a major problem for potential users. While it may not disallow commercial reuse, not everyone wants to re-license their added value under the same conditions. The best license for data is no license, but if that is not palatable, "BY" may work. "SA" is definitely a show-stopper.
