FYI, there has been a new release of NGA's Geotrans coordinate conversion calculator/library/etc at http://earth-info.nga.mil/GandG/geotrans. There have been a few bug fixes, including some related to MGRS. There was some question about implementing MGRS a while back on the list, and while I know that Geotrans wasn't of much interest as far as being part of the implementation, folks might be interested in whether their implementation's output matches what the NGA thinks it should... I find the calculator convenient and use it not infrequently.
Source code and test data are available at the site. I don't *think* there are any redistribution restrictions, but I don't have anything to do with the development or promulgation of the code.
