I think centroid ZIP+4 data would be fine.  That is, I'd be happy with a
CSV file where each row comprises the zip+4 and a lat, long representing
the center point of that zip+4.  Does that exist anywhere?  Thanks,

I believe what you are looking for is the combined ZIP+4 / Tiger product
from USPS

Last time I checked it costs about $700. 

 

As far as I know there is no authoritative free source for this data.

Also, you might be thinking about getting "carrier route shapefiles /
polygons" - a carrier route is the basis for discounts on volume
mailings and this allows you to visualize where those mailings will be
going to.
