Most state environmental health agencies have some permitting regulations for businesses that serve food, and consequently have to be inspected. Those permitting databases will also contain 'institutional' food service operations (schools, prisons, hospitals, etc.) too, in addition to stuff like mobile food carts. Some state databases will have only a street addresse, if there is one. Some will have lat/lon coordinates for the stationary operations. I imagine someone in a state agency somewhere is thinking about putting gps tracking on the hot dog carts and taco trucks though - just can't afford to do it. Data quality varies, but you can generally get it without too much hassle.
