Our Nutiteq SDK is fully customizable http://www.nutiteq.com/, and supports 
2,5D views and 3D models. If you use it for OpenStreetMap, and use OSM 
branding, then it is completely free. 

 Data source implementations (Map layers) are opensource 
(http://nutiteq.github.com/hellomap3d/), and there are a lot of source code 
samples with different online and offline sources (MapBox, MBTiles, CartoDB, 
tiles, TMS, WMS, OGR, GDAL, Spatialite, Mapsforge etc) what you can use and 
customize for your needs. Core part is not opensource.
