There used to be one, until I stopped my old servers :). Seriously = I have built a SOAP (!!) service some time ago, taking as input a point and azimuth (it was actually much more sophisticated, a second service allowed for the upload of a photo and extraction of EXIF data, so you could upload a photo and it would compute the view angle based on camera type…).
Anyway, I built it using JTS/Geotools. It used a WCS service to get the DEM, and output a GML of the view shed (vector). I could guide you through the steps, but the code is by now totally obsolete. Some of it has also been published in GISRUK and other places (2010 if I am not mistaken), it was all part of the project TRIPOD. Martin www.tomko.org
