Andrew, The Township, Range, and Sections referred to have to do with the Public Lands Survey System. I don't think you are going to be able to come up with a strict mathematical conversion from that will take that information and convert it to Latitude, Longitude coordinates.
The best thing to do is find a dataset that represents the Public Lands Surveys for the areas you are interested in, and then use that as the basis for locating the parcels in question. I'm not sure how much you know about the public lands survey system, but it can be tricky. If you need more advice you can give me a call. (209) 946-0268.
