Well, if you're not hooked into a single "unit", then buying a BT GPS unit and a Nokia BT phone w/ internet connection or SMS. Write up a small Python app to upload/SMS/Email the GPS position to a server and then have the command car query that server using same technology.
Now, to be slick, each remote car could have a Wifi connection and use signal strength as an attempt to be "differential". I would assume on the playa there probably isn't much interference or multipaths.
