My understanding is the OnMars does have caching set up, but only for a couple layers and the request bbox needs to match the tiling scheme .. otherwise the imagery is generated on the fly and hammers the WMS. There's just limits to the amount of data that can be cached on that server. This is basically the same situation as OnEarth.
http://onmars.jpl.nasa.gov/ has worldKit configured to use the cached layers and tiling scheme. Isn't this the sort of situation the WMS Tile and Caching scheme, thrashed out at FOSS4G, is designed for?
