cjb on #geo pointed out this set of related articles that compare
french national mapping agency policy to ordnance survey:

http://technology.guardian.co.uk/weekly/story/0,,1882018,00.html

http://www.gisdevelopment.net/news/viewn.asp?id=GIS:N_arzuefcpdw

"This situation is responsible for the low level of sales and the feeble
development of the geographical information sector in France, compared
with other European countries," they comment.

Also I noticed this older call to arms on the broader theme:

http://technology.guardian.co.uk/weekly/story/0,,1726229,00.html

Interesting to see the sea change. The articles convey a sense of the
arguments being clear to all parties; the institutions look pariochal,
even just plain dumb frankly. Even if they liberate their data however I
begin to wonder if the quality is that high? It is a small set of vested
interests 'broadcasting' their data and it would be nice to see government
support for projects like OSM on the same order of funding.
