I would say that definitely moving to a "slippy map" like OpenLayers
would be the best first thing you could do. The UI is become much more
understood and really promotes users to "explore" the map, rather than
just seeing a dot but not wanting to click because of load times.

Note that just moving to OpenLayers will not increase performance, indeed it will actually make your application seem slower if you just drop it in, since it makes far more requests to your map server.

The upside, however, is that using openlayers opens you up to caching, which will _greatly_ increase the performance. And they've just put out a nice tool to handle the caching for you: http://monitor.metacarta.com/wms-c/ which works quite well. If you use the pre-caching tool they include you can get your whole maps cached before you go live, and everything will perform very nicely.
