To that point, why don't all cars have built in SOS type devices, like boats do? After all, we all get into jams sometimes... or does OnStar already serve this purpose?
At some level, the EU wanted to have all new cars from 2010 fitted with SOS transmitters that call the EU-wide emergency number 112. Not sure what happened to this proposal though.
The best advice for this situation though is, as ever, "stay with your vehicle."
