I haven't yet had time to fully read over and respond to the comments.
Perhaps I can steal a few minutes away from my wife this weekend to do
so. I'll try to track down that attorney general's opinion and post the
details.

What did you mean when you said that "it doesn't appear that we have any
shapefiles available"? Do you work for Sonoma County?
