[Geowanking] Converting Projections to lat/long

Is anyone aware of utilities or source code for converting from 
projections to lat/long pairs (specifically I'm looking to convert from 
Lambert Coniform Coordinates to latitude and longitude).

I've found several open source apps that will happily import a shape file, 
but will not convert and export in a useful format.
