Many new phones have GPS in them already but haven't been unlocked by the carriers.
Rumors abound that Apple has been looking into location-based technologies so my guess is that it has a GPS chip but won't be touted in v1. Apple is known for their software upgrades to hardware that unlock features of their devices. It would make sense to put some GPS functionality in reserve when the network is ready for it, then unleash the feature as a surprise to the worshipping Mac heads. I for one would love to see the hardware designers at Apple tackle the GPS unit, however.
