I'd suggest it's worth inquiring with the MN DOT, explaining the
goals of OSM and how it works, and see if they'd have any problem
with OSM using their data with a different type of attribution
(something like a note in the wiki would be perfectly doable).
From my reading of the disclaimer, I think MNDOT's goal is simply to
avoid being blamed for any problems users might have stemming from use
of the data. I don't think they're trying to control distribution,
especially given that you can download the data from the website
anonymously.
