Cell phones often use Assisted GPS, or A-GPS. If you are outside of a cell 
network these devices often will not work regardless of whether GPS signals are 
free.

So if you are in the middle of nowhere without cell service and your phone uses 
A-GPS it most likely won't work. Devices like the Nokia N95 can download 
almanac data without A-GPS or use A-GPS to get a signal faster (like in an 
urban canyon).

I'd have to know more about your art project to recommend a device to use for 
it. A combo bluetooth GPS and a cell phone with bluetooth may be a better 
option than an all-in-one solution. However the Nokia N95 is a good option for 
any dev project IMO.
