You can accomplish this with the GDAL/OGR Python bindings:

There are also direct python bindings available for Shapelib (look
down for "python"):

  http://shapelib.maptools.org/

Lastly there is the most Pythonic options from:

  http://gispython.org/

I believe PCL reads and writes shapefiles.

The shapelib bindings are likely the "lightest" option if that is a
concern.  The GDAL/OGR option is available in FWTools builds
(http://fwtools.maptools.org) though that is built for a particular (old)
version of Python.
