Mikel, That's a question I've raised and discussed several times over at http://lists.osgeo.org/mailman/listinfo/gdal-dev in oder to get a DXF filter for OGR. As the things are now we all are still waiting for a sponsor.
So my tip is to try OpenJUMP with plugin (or gvSIG or GRASS?) and convert to GML.
