There's an easy pipeline for making this happen if you have details  
about each individual that you're sending to (say, a zipcode to do the  
lat/long conversion.)

It's zipcode to lat/long, origin point to lat/long, and then some  
simple geometry to figure out who's local to your origin and in your  
polygon.

It's probably about 30 lines of Perl ; I know of few commercial or  
open source software packages that do this, but you can cobble it  
together from existing code.

If you're relying on individual phone coordinates, that's  
significantly harder because of privacy concerns and the availability   
of the phone's GPS location.
