Meyer et al. did this through 1990 (in their article "The structuring of a world environmental regime") by combining some data sets with unequal coverage, using multipliers and such. I'd like to get an update and a more consistent data set if possible. If this exists somewhere it will save me the effort of starting from scratch within the CIESIN/SEDAC database.
