[gep-ed] Conservation of seals in the Wadden Sea and Small Cetaceans in the Baltic/N Sea

I am working with some students on trying to compare regional environmental 
regimes, and we are trying to summarize the obligations and the political 
process by which the obligations were developed for the 1990 Agreement on the 
Conervation of Seals in the Qdden SSea and the 1991 Agreemnt on the 
Conservation of Small Cetaceans in the Baltic & N Seas.
