It comes from quite a different perspective to Ellerman et al
Ellermann et al. only analyse in depth phase 1 of the ETS, as I recall.

Although I wouldn't necessarily recommend their conclusions, Sandbag
have done useful work in linking up CITL (EU ETS) and CDM registries,
reflected in this map:

their recent reports, which also look at a few particular companies and
sectors, have quite useful empirical data (which is publicly available
on EU Commission website, though not exactly helpfully formatted there).
The European Environment Agency also offers a tool to visualise data on

The "State and Trends of the Carbon Market" report by the World Bank
tends to have the most comprehensive data on the carbon market as a
market - the 2010 version has a chapter on EU ETS, which is here:

your best bet for sometign out this year. Depends slightly what you mean by
empirical of course. That's a standard policy account (effectivness,
efficiency, some of the design issues) written by economists. Skjaerseth and
Wettestad's EU Emissions trading is more political science account of the
policy process and is slightly dated (2008, only covers phases I and II).
