Does anyone know if it is possible to find *comparative* information about
environment-related domestic spending (funding environmental bureaucracies
and regulation)? My student's research currently involves environmental
policy in OECD members from the 1970s to the present.
A very brief background: My student is working on a project that compares
the extent to which environmental (and other) values are expressed in
domestic and international environmental policy. He is especially curious
about cases when countries domestic and international policies diverge
(e.g., are active internationally but not domestically or are proactive
domestically but reluctant to work internationally).
We have lots of information at the international level (membership in IOs,
participation in treaty regimes, provision of environmental foreign aid).
He's working with one of my colleagues at William and Mary to measure the
domestic salience of a number of values (environmental, humanitarian,
economic, etc.). What he needs help with (and I need help with) is finding
a
comparative measure of domestic environmental spending - or some other
measure of the relative weight of environmental policy within different
countries.
My student would appreciate any suggestions you might have - and I'm more
than a little curious, myself. Off-list responses are best, since I am not
