Leaving aviation out of the ETS would probably not help addressing the tax 
breaks for aviation fuel either - good to point out weaknesses, but probably 
also good to take account of the full half (or quarter or ...) of the glass 
(just in case the criticism gets used for opposing GHG mitigation policies 
elsewhere)...
