Perhaps Dr Chasek's "Follow the money" can include the raw political economy of how much money is involved in the denial and delay of responsible adaptation. There is so little journalism now... I hesitated to throw this note on the list but decided to go ahead thinking of an ISA meeting in Vail CO a few years ago at which I gave a paper in a session on Climate Change as Security Issue -- it was remarkably unattended, and the meeting was very largely devoted to highly academic discourse on policy theories. Not what I hoped. Maybe this approach can bring some of those "security is military" folks into a larger view?

Panel Idea #1: Follow the Money

A panel that looks at financing/funding for implementation of multilateral environmental agreements. I have a paper (half-written) looking at funding for national implementation of the UNCCD (I can send an abstract to anyone interested). This panel could include papers about the GEF, specific conventions, the UNFCCC Adaptation Fund, the Montreal Protocol Multilateral Fund, or the call for new funding mechanisms.

Panel Idea #2: Climate Change Adaptation

This panel could look at different approaches to address climate change adaptation -- etiher at the international, national or local levels and how this feeds back into the UNFCCC National Adaptation Programmes of Action.
