Can anyone suggest a good answer to the following question from a colleague: "I am mentioning in a sentence the role of norms in international climate and environmental policy after a sentence noting that descriptive norms are very powerful in shaping individual behavior. Is there a good single cite to the lit on norms in int env agreements?" Thanks - and since this is a small issue, please reply off list.
