On climate change, Prof Burns has a comprehensive list.  On other issues (toxic 
waste storage in other countries, development of Brazilian Amazon, etc.) I 
recommend the Georgetown Pew Case Studies in international relations:  
faculty.guisd.org

I routinely use the case studies in my classes, with flashpoint moment 
scenarios that I conceive.  I hope this helps.  If you want some examples of 
how I ask students to write 'talking points' position memos before class in 
accordance with roles they are assigned, let me know.

Dear GEP-ers,

For my Public Policy and the Environment class, I am looking for a good 
simulation-exercise on 
collaborative governance. The idea is to introduce a policy or planning problem 
quickly and
effectively, and then have students play different stakeholder roles in trying
