 Please have a look at the ENVIRONMENTAL POLICY PARADOX (6th edition
avalable as ebook for around $30).  I wrote it to do exactly what you
describable.  Political science in general, and the texts that are common
in political science are too narrow and do not integrate natural, physical
and the other social sciences into the analysis of environmental policy.
 It's not : these are the regs and policies and some politics.  Request a
copy.  I think it would work for you non standard approach.
