I recently attended the World Water Conference and found that there are
less developed countries considering the use of the beneficial use concept
in the development of new water management schemes.  Being familiar with
the use and abuse of beneficial use in the American West I'm not very
excited about this prospect.  Anyone out there have any references to
government or NGO documents that examine beneficial use in other parts of
the planet?  Thanks.
