A former student of mine recently stepped down as a key negotiator for the US on climate change. The following question arose: "I'm doing some work on the post-2020 US climate target. I'm looking at how an ambitious US offer can leverage action in other major economies. I'm wonder if there is anything about this concept in the IR literature from other arenas - the notion of US leadership or action unlocking or leveraging others to do more. I'm looking at historic leverage ratios of US climate action as an example, but am hoping there is some kind of theory I can point to about why this works."
