The Promise or Peril of the New Green Revolution in Africa ISA 2015 How does increased international investment in African agriculture affect food security? This panel examines the contentious dynamics of efforts to modernize African agriculture through a "new Green Revolution." This iteration of the Green Revolution entails the introduction of new agricultural technologies such as genetically modified seed, as well as greater access to agricultural inputs such as fertilizers, pesticides, irrigation, and tractors. Led by actors such as the G8 New Alliance for Food Security and Nutrition and the Alliance for a Green Revolution in Africa (AGRA), new Green Revolution programs seek to "scale up" African agricultural systems, connecting smallholder farmers to global markets through export-oriented value chains. A growing transnational food sovereignty movement has challenged this model. The movement highlights the degree to which these programs are influenced by the corporate private sector, undermining practices of self-provisioning of small-scale farmers. The papers on the panel examine the impact of linking smallholder farmers to global value chains. Is it possible to merge these divergent agrarian models to augment better governance policies and technical support for the region's most neglected but crucial farmers? What space is there for small-scale farmers to pursue food sovereignty outside of this predominant food regime?
