Transnational municipal climate governance

In the absence of an effective international climate agreement, alternative climate regimes have come to fore. Over the last two and a half decades, several municipal networks have emerged in response to climate change. Networks such as Climate Alliance, the Covenant of Mayors or ICLEI’s Cities for Climate Protection Program bring together local governments to tackle the challenges of climate change mitigation collectively. As increasing attention is also paid to climate change adaptation, several of the networks have integrated adaptation issues into their portfolio or established complementary schemes such as Mayors Adapt. These networks share a number of characteristics: They focus on issues of climate change; membership is voluntary; they operate transnationally and their members are mainly cities and municipalities. While these transnational municipal climate networks have received some attention from the scientific community, many aspects remain under researched, in particular the actual impact of membership on local climate governance. For this special session we invite contributions from researchers who investigate questions of transnational municipal climate governance with a particular focus on networks.
