Enormous suspense in closing Plenary in Paris: Last minute, the US said 
developed countries "SHOULD" go for emission reductions - instead of SHALL in 
the final text. This would make it much less legally binding. 2) Nicaragua is 
against the treaty. 
Meeting began 5 minutes ago - after one and a half hours delay, with everyone 
in the room. 
Now - the question is : will ANYONE oppose the agreement? If not, it will be 
adopted.
