Dear Colleagues, I'm writing on behalf of a colleague looking for a few especially good articles, etc., detailing and/or analyzing the shift from Federal to State and Local levels in recent US Environmental Politics. Relatedly, any that describe a shift away from the state to NGOs or other non-state actors would be valuable. Please reply off-list and I'll be happy to share the results here!
