One cluster of answers has focused on the potential for forging cooperation in small groups, often called “clubs.” Ultimately, global cooperation will be required, but a club-based strategy could help catalyse cooperation toward that global goal. This paper extends the argument by making the case for “three-dimensional” clubs—that is, clubs of actors that exist within and across national governments or may have no national government involved at all. The G20 and other international institutions can help this process of creating incentive-compatible clubs.
